Governing Board
The SETA Governing Board is a five-member board of directors comprised of local elected officials and one public representative responsible for the oversight and administration of the federal Workforce Innovation and Opportunity Act (WIOA), Head Start (HS), Community Services Block Grant (CSBG), Refugee funds and any other federal or state statutes under which financial assistance is provided

Community Action Board
The Community Action Board (CAB) represents a number of public, private and low-income interests. SETA, as the designated Community Action Agency for Sacramento County, receives Community Services Block Grant (CSBG) funds from the U.S. Department of Health and Human Services through California’s Department of Community Services and Development.

Policy Council
The Policy Council is composed of parent representatives from the SETA Head Start Program and each of its delegate agencies: Twin Rivers U.S.D., Elk Grove U.S.D., Sacramento City U.S.D., San Juan U.S.D., and the Women’s Civic Improvement Club (Playmate). Membership is also inclusive of community representatives appointed by a community-based agency.

Sacramento Works Inc.
The Sacramento Works, Inc. Board is a 27-member volunteer board of directors that is charged with providing policy, planning and oversight for local workforce development initiatives. Sacramento Works unites business, labor, education and public agencies to assure qualified and trained workers are available to meet the needs of the region’s economy.
Committees

Parent Advisory Committee
The Parent Advisory Committee provides advice oversight for the SETA Head Start Program. The committee provides parents an opportunity to be involved in program decision making and acts as a liaison between center and program leadership.

Youth Committee
The Youth Committee, an extension of the Sacramento Works Inc. Board, ensures that youth of Sacramento are adequately represented when decisions are made that will impact young residents in our community.

Employer Outreach Committee
The Employer Outreach Committee (EOC) identifies the needs of local employers, including demand occupations, skill gaps, and training needs.

Planning and Oversight Committee
The Planning and Oversight Committee coordinates the strategic planning process. It develops a resource allocation plan, identifies critical industries and occupations in the region and provides a forum for identifying and responding to community issues, as well as developing and recommending career pathways.
