As SETA approaches its 50th anniversary in 2028, the organization has initiated a comprehensive strategic planning process to prepare for this milestone.
In early 2024, SETA engaged Dalberg Advisors through a public procurement process to facilitate the development of a new strategic plan. Throughout 2024, SETA’s leadership team, with support from Dalberg, conducted over 30 interviews with staff members, partner agencies, benchmark organizations across the state, and other external experts. Additionally, the team carried out a survey of SETA staff and invited input from each of SETA’s governing boards. With contributions from staff, partners, and board members, SETA has articulated a new vision and mission, along with three strategic initiatives designed to enhance the organization’s effectiveness and build greater awareness and appreciation for its work within the broader Sacramento County community.
SETA’s Strategic Plan
2025-2028
While conducting our core work with continued dedication and excellence, SETA will also focus on three new initiatives that will both ground and elevate our work to achieve our vision and mission.

Awareness
SETA will enhance the clarity of our messaging for external and internal audiences, ensuring that all stakeholders are well-informed about SET’s activities, purpose, and strategic direction.
Cohesion
We will invest in our people and processes to increase internal cohesion and culture, particularly by identifying synergies between teams, strengthening equity programs, and better supporting staff.
Partnerships
We will intentionally work to provide the necessary supports and resources for the hundreds of subrecipients and partners SETA works with.
